John Legarra passed last Thursday at the age of 86. There will be a memorial service for him on June 29 at 10am at Holy Spirit Church, 3159 Land Park Drive, Sacramento. John was a member of the Central Distrist QCEER.
John started as a land surveyor in 1941 and climbed the ranks during his 35 years in the State Division of Highways. He was promoted to Deputy State Highway Engineer in 1951, he played a major role in planning, designing and building freeways.
He capped his career in 1967 with a civil service promotion to State Highway Engineer. Four years later he surprised Capitol watchers by stepping down to his previous job. He retired as Chief of Construction and Research in 1976. "He was not a political man," his daughter said, "He was an engineer."
Quiet and gracious, John enjoyed spending free time with family and playing golf. Dan Pengilly was quoted as saying, "He was very intelligent and very highly regarded in the Division of Highways."
